How winners are selected
Alliant 3 uses a Total Claim Score (TCS) self-scoring matrix similar to OASIS+ J.P-1. The top 76 scorers across the unrestricted competition win seats. Emerging-tech experience is the largest matrix category — claim everything you can document.
TCS categories (with point caps):
• Emerging Technology Experience (12,000) — Cloud migration, cybersecurity, AI/ML, data analytics, zero-trust architecture prime contracts within the last 5 years.
• Performance Quality (8,000) — CPARS Very Good or Exceptional ratings.
• Contract Management (7,500) — Multiple IDIQ prime awards, prior GWAC experience.
• Business Systems (4,500) — DCAA-approved accounting, estimating, CPSR-approved purchasing.
• Security Posture (3,000) — Facility clearance and CMMC certification.
Evaluators verify every claim. Over-claiming disqualifies. The matrix UI shows what evidence is required for each credit and flags FPDS-driven auto-suggestions where you almost certainly qualify.
What the wizard does
IDIQBuilder walks you through eleven steps. The first two — Document Hub and Company Profile — are non-blocking, so dump everything you have and we'll do the structured work.
1. Document Hub: upload past performance, accounting documentation, CMMC certificates, CPARS reports, FCL letters.
2. Company Profile: confirm UEI, NAICS, certifications, key personnel.
