How winners are selected
SeaPort-NXG evaluates offerors on a best-value tradeoff between Technical Merit, Past Performance, and Price — weighted 40 / 30 / 30. Technical Merit and Past Performance combined matter more than Price.
Technical Merit (40%) — Evaluators look for demonstrated capability across the specific functional areas you target. Generic capability claims ("we exceed customer expectations") consistently score poorly. Submissions that win pair each functional area with concrete examples: a recent contract performed, the specific PWS paragraph it satisfied, the deliverables produced, and the contracting officer's assessment.
Past Performance (30%) — Recency (within 3 years), relevance (matching scope and dollar size), and quality (CPARS or equivalent ratings of "Very Good" or higher) are weighted equally. Most successful primes cite 3–5 references mapped to functional areas, with at least one prime contract over $5M.
Price (30%) — Evaluated for realism and reasonableness against historical Navy labor rate ranges. Very low wrap rates raise unrealistic-rate flags; very high rates erode competitiveness on task-order downselects.
What the wizard does
